Harmful sexual
behaviour
Harmful sexual behaviours can affect children and young people, as well as their relationships with peers, family members, and carers. Children and young people who engage in these behaviours often can’t make sense of what’s happening on their own. They need safe, consistent guidance from trusted adults, including family, carers, and support networks.
Many also need therapeutic support to understand their behaviour, develop healthier ways of relating to others, and build a stronger sense of safety and wellbeing. We provide specialist counselling and work closely with families and care teams wherever possible.
Our approach supports safety, strengthens relationships, and helps children and young people develop respectful and healthy behaviours as they grow.

Victoria
Specialist consultation and support for residential care teams responding to harmful sexual behaviour
The Harmful Sexual Behaviour Consultation and Support Program operates across the North Division of Victoria, from inner‑north Melbourne through to Mildura. The program provides consultation and support to Department of Families, Fairness and Housing Placement Coordination Units and residential care providers working with young people who have engaged, or are engaging, in harmful sexual behaviour.
The program focuses on offering specialised training, clinical advice, and comprehensive risk and safety planning. This supports care teams to understand behaviours that may pose a risk to other young people in placement, as well as to the young person themselves.
Referrals into the program are made directly by Placement Coordination staff or residential care providers.
Promoting safety and healing in response to harmful sexual behaviour
We provide therapeutic support to children and young people who have engaged in harmful sexual behaviour, alongside support for their families, carers, and wider networks. Grounded in safety, connection, and developmental healing, the program helps children understand their experiences, develop healthy relationship skills, and address the impacts of trauma.
The program works collaboratively with families, care teams, and community partners to create consistent, supportive environments that strengthen protective factors and reduce the likelihood of recurrence. Our approach promotes long‑term safety, wellbeing, and healthy development.
