Victoria’s Protective Services: Dual Tracks and Double Standards
Authors:
Goddard, C.
Date of Publication:
Feb. 1988
Summary:
This report was first published in 1988. It remains a seminal research study which has been instrumental in shaping modern child protection practices in Australia. The media attention which followed its first printing included a series of articles in The Age (Our Children, Our Shame) and a Four Corners program (Victoria - State of Abuse). This public awareness pressured the Minister for Community Services to introduce radical reform to Victoria's child protection system. It serves as a powerful reminder that independent research is necessary if children's rights to protection from abuse and family violence are to be upheld and promoted.
